On March, 2nd, 2009 the Central election committee of the Russian Federation was visited by the European political scientists, representatives of the European parliament and national parliaments: the deputy of National assembly of France, a member of the French delegation of Parliamentary assembly of the Organization on safety and cooperation in Europe (PA OSCE) Tierry Mariani, the assistant to the deputy of European Parliament Martin Friedrich, the former prime minister of Poland Leszek Miller, the deputy of the Sejm of Republic Poland of the fifth convocation, the political scientist and journalist Mateusz Piskorski.

By the invitation of Association of the noncommercial organisations on protection of suffrages «Civiс control» and the Centre for Monitoring Democratic Processes "Quorum" the international experts have visited a number of subjects of the Russian Federation during Uniform day of voting – on March, 1st, 2009. According to the Central Electoral Committee of Russia, on regional elections there were eight foreign experts from the Western Europe.

The deputy of European Parliament Guillietto Chiesa observed of parliamentary elections of the Kabardino-Balkarian Republic, to elections in the Arkhangelsk regional Meeting of deputies representatives of the Polish delegation have shown interest: the former prime minister of Poland Leszek Miller and the director of the European centre of the geopolitical analysis of Mateusz Piskorski, in Republic Tatarstan observed of voting carrying out the French members of parliament of Tierry Mariani and Michael Voisin, the Volgograd region was visited by the employee of the device of the European parliament Martin Friedrich. The deputy of the European parliament observed of experiment carrying out on electronic interrogation of voters with use of radio telephone communication of standard GSM–900/1800 in a city Iridescent (Vladimir region) from Poland Silvester Chruszcz.

As the member of the Central Electoral Committee of Russia has noted Igor Borisov, foreign experts had no official status of the international observer. «At the same time we are opened and on March, 1st promoted experts in their work, listened to their recommendations», – I.Borisov has declared and has underlined that «data on any deviations from the international democratic principles of the organisation of elections from foreign experts to us did not arrive».

Tierry Mariani has noted active participation of youth in voting. «For us it is enough unusual occurrence, – the representative of France has noticed. – but especially we have noted mood of voters – any pressure». «Was glad to observe democratic selective process in the Volgograd region, – the employee of the device of the European parliament Martin Friedrich has underlined, – in my opinion all has passed normally». The deputy of European Parliament of Guillietto Chiesa has informed that it still had very good impressions of visiting of polling districts. He considers that parliamentary elections of the Kabardino-Balkarian Republic corresponded to level of the developed democracy, but them did not suffice competitionful. The representative of the Polish delegation Mateusz Piskorsky has noted high level of informing of voters. Also he has noted availability of supervision over elections to journalists and representatives of political parties.

Representatives of the Central Electoral Committee of Russia and the international experts have discussed results of Uniform day of voting and have expressed confidence throughout teamwork. According to Igor Borisov, from the French experts the invitation to visit France in September, 2009 for supervision over Internet voting has arrived.
Also within the limits of work of Information centre of the Central Electoral Committee of Russia «Uniform day of voting in subjects of the Russian Federation – on March, 1st, 2009» has taken place press round of representatives of mass media in the closed administrative-territorial formation (BUT) a city Iridescent Vladimir region on supervision over experiment on electronic interrogation of voters.

Silvester Chruszcz have taken part in press round of 25 federal and 20 regional journalists, and also the deputy of the European parliament from Poland. Later during specially organised videoconference Elvira Ermakova also has informed visitors of Information centre in a building of the Central Electoral Committee of Russia on an experiment course in BUT a city Raduzhniy.
