Monitoring of day of voting during elections in the Bundestag by representatives of Association «Civil Control» on September, 27th, 2009

Representatives of the "Quorum", Center for monitoring democratic processes, entering intoAssociation on protection of suffrages of citizens «Civil Control», together with representatives of theEuropean Center of the Geopolitical Analysis (partner organisation "Civil Control") have carried out monitoring of day of voting on elections in the Bundestag which have taken place on September, 27th. Observers from NGOs were present on elections under the party invitation «Die Linke». 6 observers took part in monitoring.
One of features of present election campaign – observers from OSCE (12 persons) took part in it for the first time under the invitation of the government of Germany.

Representatives of the "Civil Control» have visited two election districts:

In 18 district where areas enter Neubrandenburg, Mecklemburg, Strelitz, Uecker, Randow and 79 city district where the Berlin areas Spandau and Northern Scharlotenburg.

Present election campaign had rough character. The application form for participation in elections was submitted by 49 political parties, but 22 of them Bundeswahlausschuss or Federal Election Committee (analogue of the Russian Central Electoral Committee) has refused, as a result struggle was continued by 27 participants.

On the eve of day of voting some parties have acted with statements that Bundeswahlausschuss (FEC) has refused to them participation in elections without sufficient or in general what or the bases.

The Free Union (head Habriela Pauli) and Grauen (Grey or party of pensioners) Bundeswahlausschuss has refused to parties without instructions of the reasons. In too time Anarchistische Pogo Partei (Anarchists) the Federal Election committee has refused, having referred that in their program there are points propagandising «democracy of participation».

It not unique strangenesses in actions of Federal Election committee during present election campaign. More than one and a half tens parties have appeared "off side" because of doubts FEC available at them necessary quantity of members. Also registration it has been refused to parties which register the members through the Internet though such procedure is not forbidden by the federal law.

Mateusz Piskorski, the president of the European Centre for Geopolitical Analysis, observer from "Civil Control":

«The party system of Germany is like cartel, because the big parties have huge administrative resource and huge money for campaign conducting. In this case this cartel has appeared especially closed as the Federal Election committee has refused to small parties registration. The registration problem is a source of the most serious doubts on elections in the Bundestag in 2009».

It is necessary to notice that in mass-media during all campaign two so-called big parties - Social-Democratic Party of Germany (Sozialdemokratische Partei Deutschland, SPD) and Christian Democratic Union (Christlich Demokratische Union Deutschlands, CDU) dominated. It concerns not only political advertising, but also news programs of public (state) TV.

As to direct the day of voting observers managed to visit more than two tens sites in 18 and 79 election districts.
Observers have noted a number of differences between day of voting in Germany and Russia.
So in Germany propaganda campaign does not stop in day of voting, and parties hold meetings up to closing of polling districts.
Observers have paid attention to insufficient quantity of information materials directly on sites, especially in "rural" 18 district. So on many sites lists of candidates have been hung out, but there were no lists of parties with party logos.

Observers and distinctions in activity of voters in city 79 and 18 "rural" districts that has proved to be true after voting summarising have noticed.
In conversations with observers voters of 18 districts complained that, in difference from Berlin, functionaries of the big parties have ignored their district, without having held appreciable meeting any some that should affect an appearance.
Presence of propaganda posters frankly racist and ксенофобского maintenances was unpleasant unexpectedness for observers. Observers of CC have fixed such posters in small town Loeknitz. Some the German and foreign non-governmental organisations already addressed about it in police and Office of Public Prosecutor, but any reaction has not followed that is rather strange for politically correct Germany.

Results of elections show that despite total domination of "big" parties SDP and CDU, the increasing force type yesterday's "small", first of all the left orientation (Die Linke). Especially it is appreciable in East Germany. Dynamics of growth of the voices given for Left is obvious. During too time in Germany there is an electoral system reforming and as these changes will affect party system of Germany, will show time.

The indicative moment of present campaign is the appearance – 70.8 %. It is the lowest appearance since 1949.

«The electoral system of Germany considerably differs from Russian but as we were convinced though it and is considered one of the best in Europe, it is difficult to name it ideal. As well as in other countries here there is a set of the latent problems, as for example unequal access to mass-media at «giants» and all the others. Cause questions party registration system on elections, and such phenomenon, as so-called «passing mandates». Surprises tolerance of the authorities to frankly racist and xenophobian propagation during election campaign».
